While the boundaries between phases of student development are variously defined, CSF levels have been grouped in three broad stages to reflect changing priorities over the first eleven years of schooling. This grouping is not intended to constrain schools as they develop their own approaches to curriculum organisation and delivery.

The early years: levels 1-3
The middle years: levels 4-5
Pathways to post-compulsory education and training: level 6, 6 extension
